Leon Charles Moncla, Jr
Leon “Charlie” Moncla, Jr. is a seasoned professional in the energy services industry, currently serving as the Owner/Managing Member/Partner of Moncla Workover & Drilling, LLC. He graduated from Lafayette High School in Lafayette, LA, in 1966, and continued his education at the University of Southwestern Louisiana (USL), earning his degree in 1970.
Charlie began his career with Rockwell Manufacturing Company, McEvoy Division, where he worked from 1970 to 1972 as an offshore service hand for major oil companies such as Shell, Exxon, and Chevron. He then joined Pelican Well Service, where he held various roles from 1972 to 1984, including Field Employee, Safety Supervisor, Rig Supervisor, and Vice President of Operations, overseeing land workover rigs.
In 1984, Charlie founded Moncla Well Service, Inc., starting with just one rig and six employees. Under his leadership, the company grew significantly through the acquisition of several other companies, including Lafayette Well Service, LA Swabbing, Harris Well Service, B & T Well Service, Petroleum Well Service, and Bass Well Service. This expansion led to the formation of Moncla Marine in 2001, Brothers Oilfield Service & Supply in 2004, and Tri Energy in 2005, collectively known as Moncla, which by 2007, boasted 53 rigs and 937 employees. Moncla Well Service was sold to Key Energy Services in October 2007, but Charlie continued to serve as Vice President of Key Energy Services until 2009.
In 2008, Charlie became a board member and investor in Six Foot, LLC, an interactive computer and marketing company. In 2009, he purchased Well Services Blocker, Inc. (WSB) and its associated LLCs, which he integrated into Moncla, further expanding the services offered. In 2011, he took on the role of Chief Executive Officer and Board Chairman of Platinum Energy Solutions, Inc., focusing on fracturing services, pressure pumping, and coil tubing services. Charlie rejoined his family business, Moncla Workover & Drilling, LLC, in 2018, where he continues to contribute his extensive experience.
Beyond his professional achievements, Leon has been actively involved in civic organizations. He served as President of the Lafayette Jaycees in 1976, was a member of the Board of Directors for the Louisiana Independent Oil and Gas Association (LOGA), and held the position of President of the Association of Energy Service Contractors, now known as the Energy Workforce & Technology Council. Charlie is also a longtime member of Oakbourne Country Club and the Petroleum Club.
D. Wayne Elmore

D. Wayne Elmore
D. Wayne Elmore, an accomplished businessman and community leader, is the Owner, Managing Member, and Partner of several successful ventures. He graduated from Leesville High School in 1967 before earning a Bachelor’s Degree in Business Management from the University of Southwestern Louisiana (USL) in 1971. He continued his education with an MBA in Finance from USL in 1978 and furthered his expertise through programs at the LSU School of Banking, the Commercial School of Banking at the University of Oklahoma, and the Louisiana Banking School for Supervisory Training.
Wayne’s extensive career in the banking industry began at First National Bank of Lafayette, where he served as Senior Executive Vice President from 1973 to 1984. He then took on the role of President, CEO, and Vice Chairman at Commerce and Energy Bank from 1984 to 1989. In 1989, Wayne co-founded Communications Corporation of America, where he served as CEO and Co-Chairman of the Board until 2010. His entrepreneurial spirit also led him to co-found and manage Louisiana Physician Corporation and Mississippi Physician Corporation. Additionally, he served as CEO of Knight Oil Tools from 2016 to 2017.
Currently, Wayne is the owner of Mello Joy Coffee and ChairSlippers, LLC, and serves as Chairman of the D. W. Elmore Family Foundation. He is also the Chief Financial Officer and a shareholder of Moncla, where he has been actively involved since 2018.
Wayne’s commitment to education and community service is evident through his involvement with the University of Louisiana at Lafayette (ULL). He has served as Co-Chairman of the “Investing in our Future” Campaign Athletic Division, aiming for a $35 million goal, and has been an active member and leader in various ULL-affiliated organizations, including the Alumni Association and the UL Lafayette Foundation, where he served as Chairman from 2017 to 2018.
Wayne’s past civic involvement includes leadership roles in numerous organizations such as the Kiwanis Club of Lafayette, member and investor in One Acadiana, the Lafayette Chamber of Commerce, and the United Givers Fund. He has also been deeply involved with educational institutions, serving on the boards of Our Lady of Fatima School and St. Thomas More High School, and supporting various scholarship and athletic programs. His dedication to the community is further demonstrated through his involvement with Mardi Gras organizations, including serving as Past King of Washington Mardi Gras and participating as a Royal Duke in multiple krewes, and recently serving as King Gabriel LXXXIV of Lafayette Mardi Gras.
Currently, Wayne continues to serve his community as Co-Chairman of the ULL “Together We Shape the Future” Campaign, a $500 million fundraising effort. He is a member of Grace Presbyterian Church, where he has served as Treasurer, Elder, and Trustee.
Wayne enjoys memberships at LeTriomphe Golf and Country Club, Oakbourne Country Club, and City Club at River Ranch. He is married to Connie D’Aquin, a retired Lafayette Parish School Board member and fellow USL graduate. They have two sons, Jeff Elmore, a USL graduate and Loyola Law School alumnus, and Greg Elmore, an LSU Engineering graduate and ULL MBA graduate. Wayne and Connie are proud grandparents of six and great-grandparents of two.
Mike Moncla

Mike Moncla
Mike Moncla, an experienced leader in the oil and gas industry, is an Owner, Managing Member, and Partner at Moncla Workover & Drilling, LLC. He graduated from the University of Southwestern Louisiana (now UL Lafayette) in 1990 with a degree in Business Administration.
Mike began his career at Reed Tool Company in 1990 as a drill bit salesman, working in both Lafayette and Houma. In 1994, he joined forces with his father’s business, Moncla Well Service, a workover company that operated seven rigs at the time. Over the next 15 years, Mike, along with his father Charlie and the Moncla family, expanded the business through 11 acquisitions, growing it into the largest privately-owned workover company in the United States. As Chief Operating Officer, Mike oversaw operations across seven states.
In 2007, Moncla sold its business to Key Energy Services, where Mike continued to contribute as Division Manager for Key Energy’s Southeastern Division. By 2010, Mike, along with his two brothers and uncle, re-entered the family business by repurchasing their previously owned six workover barge rigs from Key Energy. Today, Moncla Workover & Drilling operates 27 land rigs with offices in Lafayette, LA, Laurel, MS, Giddings, TX, Victoria, TX, and Seminole, TX.
From 2020 to 2024, Mike took on an additional role as Vice President of Marketing at DrilTech, a full-service directional drilling company. Additionally in 2020, Mike vacated his voluntary Executive Committee position at the Louisiana Oil & Gas Association to become its full-time President, lobbying and advocating for the industry at the state capital.
Mike has served on several past boards, but remains a member of the St. Thomas More High School Foundation Board, as well as a member of Our Lady of Lourdes Regional Medical Center Board.
Mike is an active member of St. John the Evangelist Catholic Church. He has been married to his wife Cathy for 26 years. They have one daughter, Millie, who attends the University of Louisiana at Lafayette.
Spook Moncla

Spook Moncla
Spook is a graduate of the University of Louisiana at Lafayette (formerly USL), where he earned a degree in General Studies in 1996. In 1994, he joined his father’s business, Moncla Well Service, a workover company that operated with seven workover rigs at the time. Over the next 13 years, Spook, alongside his father Charlie and the rest of the Moncla family, expanded their company through 11 acquisitions, transforming it into the largest privately-owned workover company in the United States.
In 2007, Moncla sold its business to Key Energy Services, where Spook took on the role of Equipment Manager for Key Energy’s Southeastern Division. In 2010, Spook, together with his two brothers and uncle, reentered the family business by repurchasing the six workover barge rigs they had previously owned from Key Energy. Today, Moncla Workover & Drilling operates 27 land rigs with offices in Lafayette, LA, Laurel, MS, Giddings, TX, Victoria, TX, and Seminole, TX.
From 2020 to 2021, Spook served as a Corporate Sales Specialist for Superior Energy Auctioneers, a company specializing in energy equipment. In 2021, he returned to the family business, where he is currently responsible for refurbishing equipment.
Spook is actively involved in the industry as a member of the Louisiana Oil & Gas Association (LOGA) and the Energy Workforce Technology Council. He was previously affiliated with the Association of Energy Service Contractors (AESC). He is married to Ashley Moncla, and together they have three children: Virginia Kate, Hayes, and Vivian.
Matt Moncla

Matt Moncla
Matt Moncla began his career in the family business shortly after graduating from the University of Louisiana at Lafayette in 2001. He initially worked on the rigs to gain a deep understanding of the equipment, operations, and downhole procedures. During this period, Matt built strong relationships with many employees and company men, which he values greatly. He believes that learning the business from the ground up was essential to his development. After 10 months of hands-on rig training, Matt transitioned into a field sales role, where he honed his skills for five years before moving into a corporate sales position.
In October 2007, when the family business was sold to Key Energy, Matt became the Sales Manager for the Southeast Division, overseeing 56 rigs across a territory spanning from Galveston, TX, to Jay, FL. During his tenure, Matt and his team were responsible for significant revenue generation. In May 2010, Matt, along with Mike, Spook, and Buck, reacquired the barge rigs from Key Energy. They initially started with six barge rigs and a drilling rig, but their operations quickly expanded to include five more barge rigs, a platform rig, and additional services such as swabbing, tubing testing, hot oil, anchor truck operations, electric line services, and a construction and fabrication company, Gulf Coast Marine Fabricators.
In May 2012, once their non-compete agreement with Key Energy expired, Matt and his team began rebuilding their land rig fleet. However, due to the industry’s downturn and the legal environment in South Louisiana, Matt left the family business in February 2019 to become the Chief Commercial Officer of US Well Services, a publicly traded company on the Nasdaq stock exchange. Under his leadership, Matt and his team generated over a billion dollars in revenue in just under four years.
In December 2022, US Well Services was sold to ProFrac, and Matt returned to the family business. Today, the company operates 30 land rigs from Jay, FL, to Hobbs, NM, along with other services. Matt has served on the Lafayette Oilmans board and currently serves on the LOGA board and the Energy and Mineral board for the state of Louisiana. He is married to Lacey Moncla and has two children, Jaxon (21), and McCartney (16).
Buck Moncla

Buck Moncla
Buck Moncla, a seasoned professional in the oil and gas industry, began his educational journey at St. Thomas More High School, graduating in 1989. He then pursued a degree in Business from the University of Louisiana at Lafayette, formerly known as USL, and graduated in 1993.
In 1994, Buck joined Moncla Well Services Inc., where he played a pivotal role in forming and building Moncla Marine, LLC. His contributions were significant in the growth of the family business. By 2001, he was fully integrated into Moncla Well Service Inc., and in 2007, when the Moncla sold their business to Key Energy Services, Buck took on the role of Sales Manager for Key Energy’s Southeastern Division.
In 2010, Buck, alongside nephews, re-entered the family business by repurchasing their previously owned six workover barge rigs from Key Energy. Their efforts led to the expansion of the business into multiple states and even offshore in Alaska. Today, Moncla Workover & Drilling operates 27 land rigs with offices in Lafayette, LA, Laurel, MS, Giddings, TX, Victoria, TX, and Seminole, TX.
Buck is currently involved with various organizations, serving as a board member of the Louisiana Oil & Gas Association (LOGA), a member of the University of Louisiana Grid Iron Alumni, and the Krewe of Bonaparte. His past affiliations include serving on the board of the Our Lady of Fatima Foundation, Board Member in the Southern Oilmans Tennis Tournament, Lafayette Oilmans Sporting Clays, and the Bishop Charity Golf Tournament.
Buck is married to Emily, and together they have five children: Mack, Beau, Mikie, Catherine, and Mae.
